Will this board allow me to pass 4Ghz ?

This is for a small budget PC.
I wanna pair a FX-4100 with a Gigabyte 78LMT-USB3
I want to take at 4Ghz minimun.

Why i choose this mobo?
-it supports up to 125W CPU's.
-it has everything heatsinked included vrm's.
-4 ram slots (32GB)
-It costs 40£.

But i heard the chipset is not the best so i'm concerned, will it have all the features i need to overclock on the bios? And will i be able to pass the 4Ghz mark easily with this motherboard or not?

I wouldn't count on it.

That board has a similar 4+1 power delivery as my gigabyte FM1 motherboard and it tops out around 3.4GHz with a llano (gpu disabled). I've tried 4 cpu's in it ...
Get yourself an 8+2 board if you want to overclock higher.
I'm not guaranteeing it won't do 4GHz with that cpu, but those chokes/mosfets are only rated for around 35 amps per phase I believe.
ie: 4*1.4*35 = ~200watts and is temp dependant.

I'm afraid it would be locked or not have all the features needed to properly overclock, i wanna be sure it has all i need, physically i see it does but i'd like to see the bios, any way to do that?

And how would this chipset limitate my overcloking?

Hmm i think overclocking this Fx-4100 will require an $80-$100 motherboard plus a $30 after market cooler, overclocking is certainly not for budget, at this point i'm thinking of not overclocking at all.
