How to revert i5 back to base clocks?

So I'm just going to do this quick. I overclocked my 3470 to 3.9 ghz for the lols, and a tried to play a game and it froze. I reset my BIOS and deleted the utility I used to OC it (Asrock F-Stream Tuning) but the clock stayed the same. I re-downloaded it, and downclocked it to the base 3.2Ghz, but now it doesn't seem to downclock itself and go into turbo mode anymore. What do i do now?

Try and reset the BIOS again.

Well that the problem was fixed the first time, it was just that CPU-Z was showing me the wrong readings, but i have it all figured out now :D
