IGP or PCI Video Card?

my machine is a lovely hp pavilion 6630. (sarcastic)
celeron 500mhz, 256mb, 10.2gb, xp home sp1a fresh install...
i am wanting to play this game:

but when i play it is says theres no hardware acceleration found, make sure graphics drivers are installed...
i have enabled hardware acceleration, though...to the FULL setting in windows xp. and so the game wont run...it doesnt work on a friends laptop either (celeron 700mhz, 320mb, 6gb, qin2k pro) but it works fine on all other pcs ive tried it on (all p4s or better)
so the question is:
is this a problem with the cpu being to slow or a graphics card problem?
the motherboard graphics is an intel 82810 :bounce:  and i have an extra radeon 7500pci :bounce:  graphics card. which would be better? would the pci one help the problem?

I'm sure the PCI card will be better but that isn't saying much. Might be enough to play that game though.

well
1) i tried it andf i cant get the radeon card to be used as the primary card in windwos, though it does show stuff during bios and post...
2)im worried about overloading the 100w psu which was getting extremely abnormally hot...
so all in all i give up...
