Can a Motherboard be turned on without CPU in socket?

I know this may seem like a dumb question but can the motherboard can be turned on by itself without a CPU? I already know it can be turned on without RAM or Video Cards, I just want to know if it can be turned on without a CPU, I just want to make sure just in case it damages the motherboard if I do this.

Because My PC has is just not booting up anymore and I want to see if it's the CPU that's at fault or the Motherboard that's not working. And my PC doesn't boot up at all, not even the bios or anything.

Your system would not boot up into BIOS without the cpu. If the motherboard isn't making any beeps or lights with only the cpu and motherboard - it might more than likely be the motherboard. Removing the CPU would not help determine what wrong in a situation like yours. =P
