Radeon HD 5450 Weird Overclcoking??

Sapphire Radeon HD 5450 1gb 600/667

Using Sapphire Trixx to OC it but I think something is wrong...
I got it up to 850/1000 with no problems.. but not just that, no temp increase?
This thing doesn't even have a fan on it and the temps are staying at 30 degrees?

I find that hard to believe.
GPU-Z confirmed the changed clock and memory speeds even...

Really weird,
Explanation?
