Problem with new build when installing windows

I just put the system below together. I can boot into BIOS fine but when I go to install windows I get this error
"STOP: c0000221 Unknown Hard Error \SystemRoot\System32\ntdll.dll"
When windows is copying files the disk drive spins up fast and slows down repeatedly. What could be the problem?

what is your video card?

what version of windows?

at what point does the stop error occur in the install process?

are you doing a full install including formatting the hard drive?
brief search on google shows hard drive problems and OP disc problems relate to that code.
