How to change multiplier

i have ms-7236
and E5700 @ 3.00 ghz stock.
when i bought cpu few years ago i had to update my bios for it to recognize the cpu, after that it worked fine. Now i 'm getting a problem, i recently instaled 64 bit win 7 and for some strange reason my cpu clock droped down to 1.2 on both cores.. i can't find a solution for it. my Bios is megatrends 1985-2004. please help! i'm getting crazzy as time is passing :(

  1. I forgoth to say that multiplier is now set to 6 and default is 15, but i don't know how to change it. Bios seems to not have that option :/
