Laptop motherboard problem

My laptop is a dell precision m90

What exactly do you mean "something like that"?
All motherboards go through a POST as a part of the boot sequence. Are you referring to that?

Did you receive an error in Windows that crashed your computer, and then upon restart, Windows starts doing it own memory test?

or do you mean your laptop is going through a Pre-boot System Assesment Build, like shown in the image you linked?

If you are meaning the black spots on the blue background they are most likely GPU related. Being a M90 I am presuming it is still under warranty.
