Graphics card recommendation

Hello,
I currently use my new 47" 120Hz Vizio monitor for my pc display. I currently have a ATI 4350 graphics card. Ever since I upgraded my TV the video playback has been choppy. I would like to upgrade my graphics card and need recommendations. I am not a gamer, I just want smooth video playback. My specs are as follows, thank you:
Intel Dual Core 1.8 GHz (oc 2.0GHz)
4GB RAM
(2) 500GB 7200RPM 32 MB cache WD HArd drives
350W power supply
Windows 7 Pro (32 bit)

HD5450 or perhaps the HD5570.

bump up to one of the lower end 5xxx. you could probably get away with a 54xx to 56xx and get smooth playback.

I looked into both of those on newegg and the PSU recommended is 400W. Do you think I could get by with what I have or should I consider upgrading. Kinda sucks to upgrade because I have a micro atx system and cant find a good micro atx psu over 400W, but am willing to try

You will be absolutely fine with either of those two.

Sorry, I have more question. I forgot to mention that I have a micro ATX board that has a PCI Express x16 slot, its not 2.0 or 2.1. Could this be a factor or am I still ok?

You are good to go. 1.0 and 2.0 are completely compatible. HD5450 is a good choice.
