Cpu running too slow

I need help fixing my phenom 965 125w, its core speed is 800Mhz (4.02x200) when I run Prime95 the cpu is still showing the same speed, windows experience index has rated my cpu at 3.7 and benchmarks scores are also pretty pathetic too. So far ive disabled cool and quiet and C1E, reset my cmos and flashed my bios to 1602. Funny thing is i cant remember having any problems before i updated it, all i wanted to do was improve the motherboards compatability with win 7. Currently the bios is set to default settings not even getting stock speeds with my processor. Like the bios is not even responding doesn't matter what settings i change in the bios its always the same. The only way ive found to return my processor to 3.4ghz is to run turbov.

Change the CPU multiplier from "auto" to "17x".
I know this probably isn't the solution you were looking for, but it is permanent and will work.
