Power supply shows good when tested but when connected to the mother board it do

i have an asrock 4 coredual- vsta board that i installed with igb memory and an intel pentium 4 processor.the power supply is an atx antec 400watt power supply.the board does not power up but when i disconnect from the board itself and connect the tester,the drives run the fans on the power supply run and shows that power is getting to everything except the board.is it (board) dead or is there something else i can try ?

just goes to prove that a cheap power supply tester only checks for rails in spec. it does not load the supply. At no load many defective power supplies seem fine; they are defective because they can't support a load.

Troubleshooting is a process of elimination. Try with a known good part one at a time, until you find which part is bad.
