In XP yes, in 7/Vista, typically no, although it generally comes down to the type of application.

What kind of application? I got win 7, for audio integrated in MoBo ECS A780GM-A and for the video HD 4890, or I need to an audio card?

Windows 7 actually comes with Dolby Digital codecs built-in. Dolby Digital will play on Windows 7, Vista, and XP so long as you have a sound card with the appropriate outputs.
