Connection to server was reset internet explorer

Where is the answer found on this site to the above Problem. I searched like crazy and can't locate the answer

Maybe they have some trouble, and U can try later.
Or if the problem is still there, then U can try
-another browser
-try IE safe mode: Start>run>iexplore -extoff and click ok
-reset IE settings
Tools>Internet Options>Advanced tab, and then click Reset.
