How to merge windows xp partitions?

windows xp home - while booting flashes a blue screen so fast you can't read it - then reboots over and over.

Booting from cd with xp sp3 - and choosing install - it shows 3 partitions

1. drive = --- about 8gig and about 2 gig is used

2. drive = C about 23 gig and 0 gig is used

3. unknown partition - about 1 gig


I do not know where the first partition came from. I am hoping that partition one and two are supposed to be one big windows partition and can be merged back together without data loss ?

At this point the partition table is so messed up you should just reinstall Windows.
