Bootmgr missing

I installed a new formated hard drive in my desktop pc. When I try to install window 7 i get error "BOOTMGR missing" and will not install. My install disk definately has bootmgr on it. I also tried a Win7 recovery disk with the same result, bootmgr missing?
This problem happened to me a couple of years ago and I had to work around it by connecting the hard drive to a different PC and manually writing bootmgr to the drive and then putting back into the 1st pc. Am I crazy or doing something wrong?

sounds like its not booting from your install disk--is cd/dvd the first boot device in the bios or in your boot

The solution to my problem was that one of the files on the windows installation disks was unreadable. I discovered this when I was copying the disk to a thumb drive. The copy process would not complete and I got an error "boot.wim unreadable". I made a new install disk from my master disk and all is well. Thanks for your help.
