I really need to get another CPU Cooler; its loud and packs dust like a flycatcher. I am quite certain it's not bad installation since idle temp is 36 C and load temp is 54 C at max. The speed setting in bios is at it's lowest and when i am reading 36 C idling the fan speed is around 1600 rpm.

Can anyone recommend/suggest a cheap and quiet CPU cooler
that doe's not require motherboard removal for installation?
(So they need to be without a bracket on the back of the motherboard, right?)

Are you sure is the CPU fan ? Sometimes is the GPU, the Power Supply or a fan in your case.
If you want a cooler that doesn't require to install a backplate:

The mounting pressure system is not good compared to other CPU cooler that require a backplate, they make better contact between the CPU and the copper base of the heatsink and you don't apply extra pressure on the motherboard and the CPU when installing it like the stock heatsink.

i'm pretty sure its the CPU fan.. it reaches unacceptable speeds like 3500 RPM and my GPU fans rarely comes over 1800 RPM. the PSU's 120mm fan can't make that 'whining' sound..
