GPU and CPU underclocked?

I own a 5970 black edition, the core clock remains at 400mhz even under heavy load. My cpu's voltage and core speed seem a little lower than it probably should be during gameplay. Since both of these items seem to have the same problem I have begun to assume the problem must come from the motherboard but I have no idea what EXACTLY could be causing this problem.

P.S. I have also replaced the GPU and still received the same results.

Specs:
Processor: i7 930 @ 2.80ghz
PSU: CORSAIR 950w
Motherboard: P6X58D-E
GPU: 5970 BC
Resolution: 1360 x 768
RAM: CORSAIR 6gb

The i7 930 uses 'Enhanced Intel SpeedStep Technology' and it will run slower than 2.8GHz when not under load.

GPU - use MSI Afterburner to OC - http://event.msi.com/vga/afterburner/

I too assume that you set the RAM in the BIOS to run at its' rated speed, minimum setting is the DRAM Frequency ; I recommend manually setting ALL values {DRAM Frequency, CAS, and DRAM Voltage}.

Tried it, still doesn't work. Also i'm rather illiterate when it comes to messing with anything in the bios, not sure what you meant by all that.
