Cpu is not underclocking itself

Hey guys I recently overclocked my i52500k to 4.3 Ghz and it was working fine and still is but it is always at 4.3ghz., Even at idle and the voltages have lowered and intel speedstep is enabled in my bios does anyone know what the problem is. here are my specs and what I use to monitor

CPU-Z and core temp

CPU-i52500k @ 4.3ghz
Voltage- 1.304v but it lowers at idle
Motherboard- asrock extreme 4 gen 3 z68

I had the same issue with my AMD A10-5800K, I found when I manually changed the multiplier is stayed locked there. Even with turbo boost activated. I fixed it by just setting it back to auto though, and upped my turbo boost. Which i don't believe you have so it hardly helps you, but I believe that's your problem. Also, you might have the option to up your FSB instead an keep the multiplier on auto. You just need to find what your max FSB is and dont go over that. Anyways, hope someone with more technical knowledge on this can help. Good luck.
