Max psu for dell xps400

I tried to upgrade the psu to 650 watts and it would not work. The power button just started blinking yellow. WHen I reinstalled th eoriginal PSU it booted right up. Is 650 w to much for the motherbaord? The reason for the upgrade is after I installed a gforce 9500gt it freezes during games
 

There was no reason to upgrade the power supply for a 9500 GT, it doesn't even require external power , something that the stock psu can provide if needed.
Have you tried updating the drivers?

your Power Supply has the following connectors:
1x 24 Pin and 1x 4 Pin Motherboard Connectors
1x 4 Pin Floppy Disk Connector
1x 6 Pin pci-e Connector
1x IDE Connector
6x SATA Connectors

I think the psu is more than enough for your pc
