Having a wierd graphics problem

Hope this is the right forum.

I started noticing this on movies a while ago but now starting to notice it in video games as well.

The movie and/or game runs fine perfectly smooth doesn't matter if it is old or new but every 2-3 seconds it seems to skip a frame....its so minuscule you hardly notice but as it happens so often its starting to get down right annoying.

Movies its not so bad as unless they are doing a panning shot you really don't notice it. Games it just gets annoying as it continuously happens whether your walking or trying to aim...and that also leads to slightly jerky controls.

Anyone know what is causing this? I checked and I have the most up to date driver.

System specs
Processor Intel(R) Core(TM)2 Duo CPU T8300 @ 2.40GHz, 2401 Mhz, 2 Core(s), 2 Logical Processor(s)
4gigs of ram
Windows 7 ultimate (64 obviously)
GeForce 8800M GTX 512MB Ram

Let me know if you need any other info. Hopefully someone can help me fix this.

Fixed it on my own. Was a driver issue. Went back to the August 2009 186.81 drivers and it fixed the issue. No more frame skipping in movies or games.
