Hello and welcome to Tom's Hardware Forums.

You can't stop XP doing that but you can clear them out weekly or more often if you really wish to. CCleaner is a good free utility from http://www.piriform.com.

There's probably lots of free space to be gained by clearing out folders such as c:\windows\software distribution\download as well and with Hidden Files unhidden, taking out all the blue entries beginning with a $ symbol and any files starting with KB.
