screen messed up window start up plroblem

Hello,
Yesterday while I was playing a sims game and my computer just shut down. I've never had a problem with this game before. Anyway, on restart the screen looked all messed up and the only thing that was clear was the microsoft loading screen. After that the screen just stayed black. I can only get to windows safe mode. I also tried system restore. That didn't work. So I disabled my video driver and now I can start windows normally but the screen still looks crappy. I has horizontal lines through it. PLEASE help.

uninstall the video card driver completely w/ a program like Revo

and install the latest video card drivers.
Make sure the temps of your hardware are within operational limits
