Copy wizard does not recognize empty CD in HP CD-Writer Plus slot

I have a HP tower with Windows XP, including an internal hp CD-writer Plus drive. The whol
thing was a gift from a now deceased friend; I have no software info re: the CD writer. The
computer tells me all peripherals are working as they should, but the "copy to CD" wizard
does not recognize that I have an empty CD disc in the drive. What perfectly obvious thing
am I missing?

Have you updated your windows OS ? MS fixed that problem already.
