Cooling + AMD processor of Acer X3200

Hey, my Acer X3200 has the following specs. Under these will be my problems.

AMD Phenom 9100e Quad Core 1.8ghz
Blu ray drive
GeForce 8200

I am having problems with processor load and cooling.
I am currently running about 6-7 tabs in google chrome, as well as windows live messenger in the background. The processor load and temperatures seem to be high :??:

7 tabs chrome + msn:
30% CPU load (all 4 cores)
45 C temperature
1500 rpm fan speed

720P HD video render (windows movie maker):
99% CPU load (all 4 cores)
57 C temperature
2400 rpm fan speed

This is a small form factor style pc (still standard case) if your not sure what i mean google it
I recently opened it and removed lots of dust from the fan and heatsink. I also noticed that the power supply was extremely hot. The case is too small for expandability.

Please could you help me figure out what the issue is? Or how to improve cooling etc! Thanks! :D

What are your CPU temps at idle? Those workload temps really look OK. They're not out of line with what you'd expect.
Did you measure the temps before the case and heatsink cleaning?

yeah, they were only a few degrees higher. The cleaning did not help much tbh.

Even a few degrees of improvement is worthwhile.
If your idle temps are around ~25-30C I don't think you have any problems there.

Here is a THG review of the Phenom X4 9100e. It shows the trade offs necessary to get a lower power CPU to market.
