I7-2700k OC 4.6Ghz

I know i just asked this question, but the responses just further confused me.

i was told just to change the multiplier to 45, v core to 1.30, and disable Intel turbo boost.
then i got responses with changing a ton of different settings.

every other comment was just arguing about max voltage the cpu can handle.

So my question is! What settings do i need to change and why?
