EVGA GTX 275 fan speed and BC2 performance

Hi guys,
I've just played a bit of Bad Company 2 on my EVGA GTX 275, and noticed that at the end my GPU temp was around 65-70 Celsius. What I also noticed is that the fan was still on 40% (around 1440 RPM).
1. Is it normal that the GPU fan stays at idle speed (40%) at these temperatures?
Just so you know, I've downgraded from 196.75 driver to 195.62, so it isn't the driver issue.

2. Do you think it is ok that my FPS in BC2 is around 40-60 (while in smoke or something 30-40)?
Game settings are - all on high, 4AA, 8AF, HBAO (or whatever it's called) off and vsync off aswell.
PC specs:
Intel i5
EVGA GTX 275
4GB DDR3 @ 1333
Windows 7 64bit

This is one of the reasons that people have always had to resort to using third party software to manually adjust the fan speed on graphic cards, the bonus being that if the drivers do screw up you have given yourself a bit of a failsafe, not one you would bet your house on but somethings better than nothing.

all my nvidia cards never ever automatically adjusted its fanspeed on load (i miss ati). even my current gtx260, before i installed rivatuner, goes over 70c.

anyway, 65-70 on the stock cooler is pretty safe. but a gpu on a cooler operating temperature wouldnt hurt eh?

i suggest you pickup rivatuner and set the fan to 70%-80%.

download evga precision and do manual fan speed, 40 auto will burn your card up with those drivers. When you restart, precision will load each time , just say yes, be sure to apply to windows startup in precision. I run mine at 68.
 

What drivers would that be?
