ASRock H61M-VS OC tweaker - turbo boost limit only?

I bought this motherboard along with an i5-2500k in 2011, and recently I finally decided to actually try overclocking it. I admit I'm fairly new to overclocking (I think I might have dabbled before with my K6-2 and/or my Pentium D 820, but my memory of that is hazy), and I know H-prefix motherboard chipsets aren't meant for overclocking, but this board has an "OC Tweaker" section in the uefi setup.
I noticed that when I set my cpu ratio to 36, while running Prime95, both RealTemp and CPU-Z showed my multiplier as 33. System Properties and DxDiag both showed 3.30 GHz first, then 3.60 GHz. When I stopped Prime95, the multiplier went to 36, then started fluctuating. Does that mean the cpu ratio setting only affects the turbo boost? Should I even bother trying to overclock with this board? No big loss if it won't work well, since I'm planning to upgrade when Haswell comes out, and I can make sure to get a motherboard that supports overclocking.
