We need a budget, other wise your best bet is to build a workstation out of server parts. It'll cost thousands, but it'll be top of the line for this type of work.

Other wise bare minimum I would say get an Athlon II X4 with 4Gb ram.

Oh, and the specific software you plan to use can be helpful too.
