Multiple Fan Quesitons

I'm building a new desktop computers and I have a few question I though all of you might be able to help me with. All help is greatly appreciated.

First Question:
I've been looking around for a fan controller that will fit in either 1 or 2 5.25" external drive bays on the case. Seeing as how my motherboard only has 2 chassis fan connectors, I want a fan controller that has 4 or more connectors and can do either manual or automatic fan controlling. So that means that it will need a temperature monitor on it also. Are there any good ones that fit those specifications? From looking around I found these but I'm not sure if there are better ones out there or if these are worth the price.

Which case fans to get? There are so many out there I'm trying to decide between. I would like some that have below 30dBA because I don't want my computer to sound like an airplane taking off like some of those delta fans. Also, should I replace the fans that come with the case with other fans?

(looking at most reviews it looks like they are pretty much the same, so I would go with the cheaper one, but I was wondering what all of you thought)

Unrelated Questions I'm hoping someone can help me with (I know its the wrong board, but I decided to just put everything in 1 post):
1) Good 5.25" Card Reader to get?
2) Keyboard/Mice Selection: Corsair K90 + Corsair Vengeance M90. Good quality?
[strike]3) Sound card: My MoBo has a Realtek ALC898 audio chip in it. I'm going to get Klipsch ProMedia 2.1 http://www.amazon.com/Klipsch-ProMedia-Certified-Computer-Speaker/dp/B000062VUO speakers for my desktop, is it worth it to get a separate sound card? Or would I not be able to tell the difference? [/strike]
4) Besides a fan controller and a DVD/Blue ray drive what other cool things can go in a external 5.25" drive bay?

Edit 1: Decided a sound card is not necessary with 2.1 speakers.
Edit 2: Decided on case fans. Thank you very much to SR-71 Blackbird for the link to the Cooling Fan Roundup 2012.

Thank you for the feedback. The only problem I saw with that was that the reviews say it jump from 0% to 40% fan speed. I didn't know if this would be a problem or if I wouldn't even notice this.
