Phenom II x4 965 and ASRock 880GM-LE FX Overclock CPU

Im Planning to overclock my new pc build but i don't know how to start.

This is my specs :

CPU: AMD Phenom II X4 965 Black 3.4GHz
GPU: Sapphire HD 7770
RAM:Corsair Vengeance 8 gb 1600 2x4
MOBO: ASRock 880GM-LE FX

Tell me the safest way to overclock my CPU.

I already own this products. I want to overclock my cpu up to 3.8 Ghz or higher if it's possible with my current motherboard.

I don't have any cpu cooler yet. but im gonna buy this cpu cooler "Cooler Master Hyper 212 Evo Turbo Dual Fan CPU Cooler".

is my current 450w psu is enough?? or should i buy a new one. I'm on a budget right now so if you recommend me a psu please make it a cheapest and quality psu.

Wait till the coolers here and get a decent 500w Psu, Corsairs CX500 is a good choice, you can't cheap out on a Psu, especially not when you are intending on pushing the system to limits
