Help with overheating

Hey guys, i need some help first time poster!
my cpu as stated below is idling at about 56 degrees, and under heavy load ie. encoding a video, or playing an intensive game the temperatures are spiking and hovering at about 98 degrees, the pc has shut down to cpu cooling issue a few times,
reseated the heat sink made sure it was clamped in good, and redid the thermal paste twice, two different methods (spread, and dab) neither made any difference.

Using the stock intel cooler,
note fan speed here indicating 3375 rpm, however a few other programs indicate fan speed closer to 2050 rpm
not sure if thats the issue.

BTW just thought i would mention this is not OC, the motherboard has self adjusting OC options i believe
running an Asus P6T SE
