Reboot and select proper boot device or insert etc. trouble

I recently built a new computer with these parts;

-SAMSUNG CD/DVD Burner Black SATA Model SH-S223C - OEM
-HITACHI Deskstar P7K500 HDP725050GLA360 (0A35415) 500GB 7200 RPM SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive
-Crucial 1GB 240-Pin DDR3 SDRAM DDR3 1066 (PC3 8500) Desktop Memory Model CT12864BA1067-Retail
-PNY VCG96512GXXB GeForce 9600 GT 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card - OEM
-ASUS P5G43T-M Pro LGA 775 Intel G43 HDMI Micro ATX Intel Motherboard - Retail
-Intel Pentium E5300 Wolfdale 2.6GHz LGA 775 65W Dual-Core Desktop Processor Model BX80571E5300 - Retail
-Rosewill RP550V2-D-SL 550W ATX12V v2.01 SLI Ready CrossFire Ready Power Supply - Retail
-ASUS Black IDE DVD-ROM Drive Model DVD-E818A4/BLK/B/GEN-Retail,

As the title says I keep getting the reboot message every-time I try to install Windows Vista Home Basic. In the BIOS it sees the HDD and CD drive. Something I have noticed is when I switched from IDE to AHCI is says CD ROM Boot Ready, but then gives me the message again.

Requested a new HD, awaiting delivery to confirm if the problem persists.

Placed in the new HD (Western Digital Caviar Blue WD5000AAKS 500GB 7200 RPM 16MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive)

So far it's the same, in the BIOS everything appears and checks out to be connected and running.

Thinking it's the version of Vista which is Office Home and Student 2007. Any sort of feedback would be greatly appreciated.
