External SATA 2.5 hdd enclosure not recognized or even showing up on PC

Hello,
I have a 500gb SATA 2.5 HDD that I want to use for an external storage device.
I purchased an external enclosure and inserted the HDD but it is not showing up anywhere on my PC.
I have tried various trouble shooting methods and they all require the hdd to at least be visible, this one is not.
The enclosure lights up and I hear noise but there is no indication on my PC that it is connected.
I have tried two different computers and my PS3, none recognize the device.
