Is my mother board and power supply doing it's job?

as the imagine the cpu package seems way lower than the TDP even though it's full running, and there is the old question.which is this package problem clause the core speed always 1.6ghz?(when it should be 3.4ghz)

    my cpu is i7 -3770
    mother board is msi z77a-G45
    power supply is cooler master slient pro m2 620w
  2. Err your cpu clocks down when its on idle to save power. Try playing a game and then look at the cpu clock speed.
  3. wait... i am running the intel cpu test...the cpu is full running...prove by picture..what do you mean it is not full running or power saving???
