CPU Multiplier stuck at 4x?

I've read http://www.tomshardware.com/forum/282316-28-0ghz-running and understand cool 'n quiet.

I just put this together last night, and I can't get the CPU over 1.06 GHz. With everyone on AUTO from the bios, I'm at 800MHz for my CPU. I can't seem to raise the multiplier past 4x without it saving the changes. It lets me, but when I save and boot CPU-IZ still reads it as 200MHz with the x4 multiplier. The only thing I can seem to do is change the bus from 200MHz to 265MHz resulting in 1.06GHz.

Is there something that I'm missing? I have not updated the bios yet, but surely the motherboard would still be able to raise the multiplier?

Everything I searched on this was existing computers randomly having my issue, not initially.

Thanks in advance.

My specs:

AMD Phenom II X6 1055T 2.8GHz
OCZ 700W PSU
2Gx2 GSKILL DDR3 1600
