Well ive been thing of Upgrading my GPU for gaming but I spend a lot more time Map making for source engine and when i compile a map It Needs CPU power to Play it.

Well both are little slow by todays standards, but I gotta say go with GPU first, and get the 5750. Forget the 4800's, they are yesterdays news. Upgrading the processor with the old 3850 is not going to do a lot for you.
Later when you do upgrade the CPU, you will get another nice boost.

Do you think i would be able to get my CPU to 3.4 ghz? ( i didn't Over volt it or anything i just increased the clock speed)

You mgiht need water to get good temps at that speed, but you should be able to get it on a good air cooling.

And here's the flat out best 100$ GPU.

And I disagree about the 48xx cards being "yesterdays" news, the 4850 owns the 5670, both for 100$.
