Start menu changed appearance!!!??

Hello,
I am having a problem with the apperance of the Start menu in "Taskbar and Start menu" (properties). Before when you left clicked on the Start button the Start Menu would appear with a list of recently accessed programs, then two horizontal black lines at the top and then programs you have "pinned" above it. Now the two bars have disappeared and if you select "large Icons" the Start menu takes up almost the full vertical size of the screen with a lot of blank space at the bottom! Does anyone know how I can restore the appearance back to "normal"? The Start menu and task bar properties option does not seem to have any effect.

Windows restore to date it worked properly. (System tools)
