HD 4650 GDDR2?

Is HD4650 a low-end card?Can it do above 30FPS at 1024x768 resolution in most of the games(except Crysis and etc).....I think tomshardware have misinterpreted and written in the buying guide that it delivers great gameplay at 1280x1024 and 1680x1050 with lowered detail?
Alongside this, that its coupled with a nice dual core and 2GB ram?
What do u guys say?Can tomshardware misinterpret?
P.S its a GDDr2 card.....and don't SUGGEST ME OTHER CARDS and ASK FOR MY BUDGET AND ETC....I am only seeking answer to the question above

Don't expect miracles from that card, especially from 1680x1050. And yes it is low level. Very low level card.

It will deliver good gameplay at those resolutions for the GDDR3 version of the card. The GDDR2 version is useless.

Well I would not buy the GDDR2 version. It is not as good as they make it out to be.

Bro if you want to throw out the window 50$ tell me so I come under that window. That card is a waste of money. A real card starts at 80$ (even with money from parents a kid can buy it). Why would anyone buy that card to play games at that freaking resolution is beyond me at a time when 1280x1024 is the bare minimum in quality gameplay.
And after buying a card that won't give you the best performance at that resolution people come here complaining that card lags in Pacman.
i think that it'll be fine at those resolutions, for the majority of games at decent settings, now of course there are exceptions, i hate even mentions but yeah crysis will be no comprendo, probably far cry 2, gta 4, mostly because of the cpu honestly. but for alot of games, like mw2 batman AA, mass effect 2, that are still pretty good looking, will probably be fine with it

I can pretty much guess.
There is no way that card could chuck out that performance without being oc'd.
I game at 1024x768 on a 15'' Monitor. My HD4650 is not overclocked, and it is a GDDR2. I am selling it soon due to
A)It being a bad card
B)me saving up for another 5670 and a crossfiex mobo.
At dirt 2, i tried once and got these spec's:
DIRT 2, 1024x768, AA off, Medium-High
Max fps hit:34fps
Min fps hit:11fps
Avg fps hit:19fps
Playable, but not very good
Alright, what you need to understand is that performance will vary drastically based not only on the game but also on the settings used. At your resolution the DDR2 HD4650 will give you acceptable but not particularly good performance at medium settings in most games. Some games you will be able to use high settings, others you will need to use low. They statements about resolutions in the Tom's monthly article ARE in fact inappropriate, not just for that card but for most of the others on the low end. Also I do believe it is based on the DDR3 version. A long while back the DDR3 version of that card disappeared and nothing about that articles descriptions or claims about that card changed. The same happened when it used to recommend the 9600 GSO; the card available to consumers changed into something noticeable weaker and nothing was altered. It's usually a reliable article but it has some glaring flaws such as those.
That said very recently the DDR3 HD4650 has shown up again, if only from one manufacturer. Unfortunately it is currently sold out on newegg;

FYI if you have a point and want others to take you seriously what you want to provide is benchmarks from respected sources, not low res youtube clips as they prove absolutely nothing about what card/system/resolution/settings were being used.
