1) I have HP printer downloaded on my PC. However, whenever i click on the icon to start it, I am told to download the software (which I did 3 years ago!).
I click several different icons and, finally, although I do not know why, it comes up on my screen ready to print!
2) When I scan a document, the program says, "scan to file." However, I know not what file it is referring to.

"Scan to file" means the scanner saves the scanned document as a file instead of scanning it directly into a graphics application for editing and printing off. The file will usually be saved in 'My Documents' or 'My Pictures', with a default numerical filename.
I cannot help with your first question/problem regarding your printer, not least because I don't fully understand it.
