Smoke coming from the motherboard?

So I just finished putting together a computer, the first time I turned the power on smoke was coming out of the top of the case. The 4 pin fan connector on the motherboard is burned. Is this because of the power supply, or a problem with the motherboard, and how exactly would I go about fixing this problem?
The power supply is an XFX P1-650X-CAH9 650W
