What type of TV programming are you wanting to watch? There are currently no good options if you are wanting to record premium channels on Cable or Satellite. A simple TV tuner card can provide this type of functionality if all you're wanting to record is over-the-air programming.

Hi,
The type of TV programming is currently satellite. I have seen "off the shelf" digital recorders that are programable like a VCR. At a minimum, that should be possible on a PC. The television cards that I have seen do not have much to offer, and I'm not sure if they are a "digital TV tuner" or not.
