what is the basic rule while building an any budget pC ? What are the performance issues when a high end gpu is installed on a low end mobo and procc ? how can i know the possible bottlenecks .thanx

Depends on the resolution...And also high-end GPU means till what end ? HD 5970 ?
And low end CPU ? Celeron or Sempron ?

Currently if you want to go that route - high-end GPU and low-end CPU, then I would suggest this kind of setup -
