Is there anyway to always have IE open inmaximized view when starting ?

Set the shortcut's 'Run' property to 'Maximized'

You mean the F11 view?

F11 = Toggle between full-screen and regular views of the browser window.

Start one instance of IE | Hit the F11 key | Close IE |
Open IE again
----

Open *one* instance of IE | Use the cursor (not the
maximize button) to drag the window to the desired
size | Click the Close [X] while holding down the
Ctrl key.
