This might be a dumb question, but I know when people add CPU Voltage to their CPU in order overclock it would add heat. How about bringing up or maxing cpu frequency to the current CPU voltage (without adding any voltage) would this add heat?

Yes adding voltage will add heat that is why we get big after market coolers for overclocking. Raising the clock speed to its max on stock voltage will add some heat but not much its only when you start applying the extra voltage is when heat starts to become an issue.
