IIS in XP will not connect to local computer

I have an xp os that will not connect to the IIS. I try to connect, fill in the appropriate information and get a server execution failed error. I will note the machine is a stand alone operation, not tied to a network etc. and had some operator assistance getting into this condition.

You mean IIS is installed an that XP machine? If so, then by default XP needs to be physically connected to a network for ANY network communications to take place, even within the same PC! Read this Microsoft article to disable that feature: http://support.microsoft.com/kb/239924
