ASUS P7P55D-E LX question about usb 3.0

I read several reviews on newegg stating that enabling usb 3/0 / sata III degrades the PCI-e to 8x, but looking at the manual it says the PCI-e goes to 8x if you enable "IO Level Up". Can someone clear this up for me?
If it is true that the PCI-e card goes to 8x only if you "level up", what is the USB 3.0 rate with out the IO Level Up?

Can I use a Sata 6 gb/s cable for a Sata 3 gb/s device?
