What is error code 0x7e ?

Hello,
I want to do a factory restore w/out os discs. I have to run in safe mode but nothing comes up when I go to start;all programs,etc. Only my desktop. Is there a command for the factory restore in safe mode w/command prompt?

No, to restore to factory you either need the restore discs or you need to boot to a restore partition if it exists.
