Hi i have a MSI Twin Frozr lll Radeon HD 7950 card stock clocked at 800mhz, memory 1250mhz how much can i overclock this before needing to tamper with voltage?

Test it, start with the factory clock settings and then incense the clock speeds in increments of 15. After each time you increase the clock speeds do a stress test and see if the card crashes. Once it does crash, bring the clock down by 15 and you have your limit without raising the voltage.
