WEI subscore limit for dual core CPUs?

Okay, I had my Athlon II X2 260 running at 4.0Ghz (250x16), which Windows 7 rated at 6.9 (6.6 at stock frequency). I wanted to break the 6.9 barrier, so I finally got myself an 270 and now have it running at 4.3Ghz (253x17), and it's still 6.9!

Any ideas on this? AMD have recently announced that they are going to release a 45nm Athlon II X2 280 (3.6Ghz), which would theoretically allow for a 4.5Ghz OC, but I'm beginning to thing that 6.9 is the limit for 2 threads, in the same way that 5.9 is the limit for HDDs.

Windows Index is an absolutely pointless benchmark. Seriously upgrading components to get a higher score is wasting your time, energy and money.
