Cd/dvd drive is detected by bios but will not read cds

Hello,
my rig shows my cd/dvd writer in the bios and the operating system (vista 64 and or windows 7) see's the drive as generic. but when I pop in a cd nothing happens to the icon (it does not change to whatever I have popped in) nor does the operating system bring up what is within the drive.

New drive?

SATA or IDE?

Brand and model?

Motherboard?

New or used internal cable?
